To my knowledge, which certainly can be wrong, залегание is not used for "seam." In geology, in general, залегание means bedding, mode of occurrence, and most often attitude, i.e., the attitude of planar features (joints, foliation, bedding, etc.) is described by dip and strike and of linear features (lineation, fold axis, etc.) by the strike of the horizontal project of the linear feature and its plunge Since крутое залегание does not refer to coal in particular, at least as you present it, it could refer to the entire geologic body, which may or may not be bedded. Without other knowledge, I's say steep attitude.
