The way I see it
Start date = مباشرة العمل
Reporting to work = الالتحاق بالعمل
This applies at least in South Africa which follows BE standards.

: Sorry ! I never heard it in the context of permananent employment. It might be right for projects or contracts. Also be careful undertaking in the US = burial.

In this instance, the translation should be "date of reporting to work."

The expression you enquire about in your added note الإلتحاق بالعمل is a vague expression that can be used to mean many things.
The verb التحق means "to join." It is typically folowed by the specific type of entity that a person has joined. For example, we say:
التحق بالبحرية
التحق بالجامعة
التحق بالأزهر
التحق بمعهد الموسـيقى
التحق بشركة أرامكو
وهكذا
On the other hand, reporting to work (or reporting to duty) means arriving at the work site to actually commence work. For example, one can officially "join" a company on Monday, spend a couple of days in orientation classes, then "report to work" on Wednesday. In Arabic, we say:
التحق بالشركة يوم الاثنين، وباشر العمل يوم الأربعاء
