French to English Other Military / Defense ship security report
Again, this is for the document on dredger security systems. Little context as it is in a table and funnily enough, these technical expressions only seem to be in this table. The previous column in the table reads : 'panneaux echappee crane deck'.

I'd certainly concur that 'panneau' = 'hatch', and as for the 'volant', I don't think it is anything to do with flying, but rather, the kind of large handwheel that is very often used on boats to operate hatches / doors etc.

There are plenty of other examples of this use of 'volant' as a kind of '(hand) wheel'

'panneaux d'échappée' are 'escape hatches' - crane deck escape hatches

and 'panneaux à volant' might be 'flying / swinging hatches'.

wheeled hatches

Agree with Allan's "escape hatches", but I think these "panneaux à volants" are hatches fitted with a hand wheel. Not sure of the correct term though.
