"Según estos índices, los países se ordenan según escalas realizadas ad hoc de manera que es posible la comparación relativa de unos u otros. El valor absoluto de dichos indicadores, aun teniendo su significado, tiene menos valor al corresponderse con ***una magnitud ficticia de difícil evaluación***.
