Literally, it is a frieze to embroider and not a border to embroider. It is the stitching to hold the smocking gathers in place and it does not have to be on the borders.

4. Thread the machine with the selected embroidery thread. Insert EnVision card #8 into the machine. Select Pattern #2, the balloons. Or select a design to coordinate with your choice of dress fabric... Stitch embroidery design in the center of the smocked design.
