Hola,
Estuve viendo el texto entero y en un párrafo anterior al que sigue del texto que diste como ejemplo, habla sobre las técnicas mnemónicas (o dicho más coloquial, ayuda memoria). A lo que se refiere con el término "memory scrutches es justamente a ésas técnicas. Yo usaría por lo tanto técnicas mnemónicas o usando el término "técnica" explicaría con mis palabras. Ej, ..."al enseñar al niño a utilizar este tipo de técnicas/esta técnica para el aprendizaje, este recurso para potenciar la memoria, etc, el resultado es que...."

A "crutch" is something on which one depends in order to carry out a task. In this context, the author appears to believe that such strategies do not lead to successful student generalizations/inferences (a commonly held belief in contemporary pedagogy here in the US).
