In general, if you use 'secondary level education/secondary school', it should be clear that you are talking about pre-university, or tertiary, level education - although 'gymnazium' crosses between middle/junior high school and Senior High School/Sixth Form education, it does not prepare the students to enter tertiary education; cf.:
