In my opinion, the agency name was mis-printed in the original document. Or, some people prefer not to use the full name of an agency. They just neglect parts of its name that is not relevant to their work.
Or, a couple of years ago, this is an independant agency, now has been combied with the former General Administration of Quarantine, to become an larger ministry level agency of the state council.
