The full sentence is:

Power-saving Mode: Provided for reducing power consumption by lowering the operation clock of the video chip.

Do you think the sentence is OK? I feel it should be like "lowering operation clock speed/frequency".

Yes - lowering the operation clock speed

or frequency is better - you are not going to physically move the clock
