XXXXX feels the clay cap will not be required because the area is a "net evaporative area". A "net evaporative area" is an area in which more precipitation evaporates than percolates into the groundwater. Zone d'évaporation? Il y a peut être mieux...Merci! :-)

la surface utile d'evaporation
When it rains, some water gets evaporated and the rest percolates into the ground. Water evaporates from some surfaces/areas and this, as you have also explained is termed 'net evaporative area'. Instead of 'la surface utile', you can also write it as 'l'aire nette'.
