Here realisation means carrying out/ensuring that the project/designated work is completed. This type of engineering discipline is termed project engineering. It may be relating to any branch of engineering, civil construction,either it be buildings, roads, or bridges, building a factory,facility,etc.

: I was project engineer, but did not supervise any constructional work. As such I was charged with the design and planification of the construction.

If you use the US English spelling of the word realization rather than the British one, you will discover several tens of Google hits that will help you understand the term.
Although engineering has always had a very practical aspect to it, the social sciences are more often concerned with understanding and explanation, rather than finding ways to implement the social changes that they often prescribe -- hence the word realization engineering.
