I can find only the Al-Jezeera lnk to this alleged satement by the Prophet, although there is a different version of it that says: لتأمرن بالمعروف ولتنهون عن المنكر ولتأخذن على يد الظالم أخذا ولتأطرنه على الحق أطرا؛ أو لينزعن الله من صدور أعدائكم المهابة

ٍSorry but I am after the translation of the whole sentence in Arabic as I can understand the individual words but am not sure what the English would be, I am not sure what you have understood. Sorry if my question is not clear.

قال الرسول الأكرم: كلا والله لتأمرن بالمعروف وتنهون عن المنكر، ثم لتأخذن على يد الظالم ولتأطرنه على الحق أطراً ولتقصرنه على الحق قصراً ـ أو ليضربن الله على قلوب بعضكم ببعض ثم يلعنكم كما يلعنهم

meaning of the quote (literal not accurate translation):
"You shall bid the good and fight the evil and lead the tyrant towards the path of right inclusively and exclusively. Else, God shall make your hearts fight and you and they shall be cursed"

Punish the oppressor/despot accordingly

Now the real Hadith, which I have written in my note above, continues "and bend him towards the right, lest God remove the fear [of you] from the hearts of your enemies, and when you call Him [for help] he shall respond not." The guy above has changed it in a way I cannot find in any Hadith collection - I may be wrong - to mean, if I am correct "and lead him not towards the right, or that your hearts become obscured and he will curse you."
I would wait for someone with better knowledge of Islam than me, though.

I am not an advocate of adherring to the eloquence of the original Arabic text until the meaning in English is obscured. This is why this translation is not on the same eloquent scale of the Arabic text.
I should also add that the part of 'ensure makinghim subject to punishment' may also translate;
'ensure making him follow the righteous path'
