a blanc here may be a "blank", a kind of baseline/reference sample. I don't know if there is any water involved in switchgear and if your text deals with MV/HV, hence the lowest/I am guessing confidence level.

: Was working up to "blanks" myself, though poss. with "appareillage" = "testing apparatus". As a means of checking/zeroing the apparatus by using it on known "blank" samples?
