I don't understand the doubt.

In 2001 = 144.6
In 2004 = 170.8
Difference = 26.2
26.2 dividided by 144.6 = an increase of 18.12% (not 18.6 as it happens)

agree Neil Mann : i.e. the increase in the 3 years from fiscal 2001 to fiscal 2004 (the accounting year of a given body, which begins in any month depending upon the body - eg. the US federal fiscal year begins Oct 1 and ends Sept 30, and fiscal 2001 *ended* Sept 30 2001)

increase 100 by 18.6 percent you obtain 118,6 = 1.186 times 100
increase 2x100 by 18.6% you obtain 2 times 1.186 X100 = 1.186 times 2x100
more generally if you increase ...
if you want an increase of 18.6%, you need to multiply by 1.186
so
increase 144.6 by 18.6% you obtain 114.6 times 1.186
and it happens that 144.6 x 1.186 = 171,4956
the figures are nearly right but 1 million is 1 million, and it is particularly true of dollars !
you normally have got the annual figure
and from there you find out the increase
it's a question of division
170,8 /144.6 = 1,18118...
roughly 1.1812 that is to say 100% + 18,12%
the increase is 18,12%
