legitimate (verb) = make legitimate (adj.). Vain hope, if HR thinks merely *posting* the policies will make actual HR practices companywide legitimate! So translate what the writer should have written--along the lines that Kim Metzger proposes.

which ensures conformance of the HR practices used in the company with the program

My understanding is that since the local HR people must use the prescribed menus they ensuring that the entire company's HR practices are in conformance.

The way I read this, scientists aren't the only ones who cannot write English...
The way it's written, the fact that the HR professional chooses from the menu(s) legitimates the HR practices in use company-wide, which is patently nonsensical. What I think they should have said is that the "HR professionals must select from the menu(s), which give(s) them a (legitimate) choice of the HRpractices..."
