A carter in this sense is some sort of transport trolley as I know it. As it is integrated in your context, it probably rolls into the shelving system when not in use.
The link shows one for complete meals, such as a hotel might use for banquets. I assume yours is for use in the kitchen and probably keeps the {fried} items warm until the rest of the meal is ready.
