Why do they put that at the end after describing the whole thing in detail first? Shouldn't it be in the past tense?
A 'case' of adoption? Doesn't sound right to me.

agree Larry Abramson : In most cases where decisions are made by government bodies in Sweden, the matter is presented first by a föredragande. This generally also applies to courts.
