Context: Wie wenig Haare als Markierung des Subjekts, als pars pro toto, unterschätzt werden dürfen . . .

This is clearly a common phrase. I am sure there must be a common accepted English expression, but I can't think of it.

This is the context: Wie wenig Haare als Markierung des Subjekts, als pars pro toto, unterschätzt werden dürfen, zeigen Beispiele bis in die jüngste Kulturgeschichte hinein, dienen Haare der individuellen Befreiung oder Stigmatisierung ebenso, wie sie zum ausdrücklichen Kennzeichen einer Herrenrasse auserkoren wurden.

My take:

labeling the subject (individual/person) as "pars pro toto"

The "labeling" is to be understood as a metaphoricall approach to marking a person with a certain feature and then that person will be known for it by all others as possesing whatever it maybe that is distinct.
