I'm having difficulty with this phrase because it seems contradictory.
Context:
"Seule site en France à devoir assurer une défense maritime aussi bien que terrestre, Toulon a verrouillé ses ouvertures sur la mer ainsi que l'accès par la montagne.
Dans ce but, une quarantaine de forts, tours et batteries ont été construits sur la rade, la petite et la grande ceinture."
I'm pretty sure this refers to the ring of forts, towers, and batteries.
