I have checked all the Malay investment, finance and banking, law and economy glossaries that I own but couldn't find a specific translation for "shelf registration".

However, if you could understand the definition of "shelf registration" from US SEC, they put a greater emphasis on ADVANCE registration of a new issue of securities (debt, stock, bond, mutual fund, etc.) at least 2 years prior to launching the new issue when market conditions are favorable.

Therefore, I suggest "PENDAFTARAN AWAL TERBITAN BARU" as the closest terminology. It is not advisable for you to simply leave out the word "AWAL" in your translation because the word is the key to the meaning of "shelf registration".

Again, here I recommend you use a creative writing translation instead of translating the words directly. Always remember that we are supposed to make our writing and translation easier to read for average people.
