the event takes place in early 50's morocco-tangier, where a local arab tells his american friend that he shouldnt hang around too much, in case a "moqaddem" takes him to the comisaria(police station)

The Moqaddem is a low ranking civilian officier apponited by a Mayor (Pasha) to represent a certain district, as an informant and council assistant to the Mairie (City Hall, Town Hall) in the district affairs.
This is not an elected official as an olderman normally is. So, the terms above are to assist you to get a close idea since there isn't an equivalent position in the West.

As I mentioned before, this is not to be confused with the militaristic or police (sheriff) rankings. In Morocco, this is a civilian post of low ranking officials in the municipalities. They serve as a liaison between the district' populace on one hand and the Mayor (Pasha) and heads of municipalities on the other. I had many encouters with the Moroccan Moqaddems before and they are neither police nor sheriff ...

In fact, in Morocco, a Moqaddem is (or used to be) dreaded more than any police or sheriff, especially in the past. Historically, the reputation is that a "mqaddem" is an informant (spy) to the Pasha and, even worst, to the "DST" Direction de la Surveillance du Territoire.

Final note: In Morocco, the post of Mayor "Pasha" (and Governor and many others who receive a formal education in special academies) is an appointed office as well, contrary to the democratic standards. This doesn't mean, necessarily, that a Mayor is not democratic :)
However, the head of the municapality, a civilian office, is an elected official.
