In the tax sphere, forfaitair means that the (tax) allowance is a fixed amount and isn't calculated according to a percentage or other sliding scale method. E.g. if you buy a house, you might be eligible for a homebuyer's allowance of, say, $1,000 to cover purchase expenses (survey, solicitor's fees, etc.). The actual costs you incur (whether higher or lower than the allowance) are irrelevant: you can only deduct the allowance.

: Agree with the last comment: a tax credit is an exemption given for tax already paid (in another jurisdiction, for example).

I have edited the gloss as 'forfeiture exemption' is clearly not the correct translation of 'forfaitare vrijstellingen'.
Thanks to strange twists of etymology, the current meaning of the Dutch word 'forfait' has nothing to do with the English word 'forfeit'. Forfait means "vast bedrag dat bij het inkomen moet worden opgeteld ... of daarvan mag worden afgetrokken" (Wolters), whereas forfeit means 'a penalty, a fine, something surrendered as a penalty, property or a right or privilege lost as a legal penalty' (Concise Oxford).
