1) I'm not quite sure what "watched" (in English) means in this case.
2) "surveillés" seems too strong, "vus" doesn't seem quite right, nor does "veillés."

I tend to understand "watched" as a synonym for "processed" in the source sentence... but I am not the native speaker !

I don't think "surveiller" is too strong here. I thought of "observer" but "surveiller" really is "observer dans une intention de contrôle."

My interpretation is that watch actually refers to the queue, not the PNR. The system 'watches' (monitors) the queue, waiting for an unticket PNR to arrive (and then, presumably, picks it out and processes it in some way...).
