Does this mean, the person is pleased the is has been published, or that he is recommending that it should be pub lished??

Typo warning: - trigger finger faster than my critical eye on this one - "pleased" and "Aranès" .-)

OK, I thought "pelased" was the informal plural imperative of "pelar". :)

thanked... for having published (the report in...)

IMHO the base phrase is 'ha estat publicat', but haver is put in the present subjunctive after agrair.
