This appears in the "to" header of a letter to a medical insurance company, thus:

The letter is from a doctor requesting payment of several invoices.
Does it means that the letter is addressed to the health insurer's "Attorney Services"? If so, it's a strange way of saying it. Or maybe I'm barking up the wrong context :-)

I recently employed a procurador here in Spain. He acts as sort of a legal assistant and 'gofer' to your real lawyer. Each court has an officially appointed procurador and his role is to push pieces of paper around the court system. I guess some very simple legal actions could be taken by a procurador without instruction from another lawyer. In my case, I never dealt personally with the procurador - and all the work was actually being performed by some very young legal assistants. In truth, it all seemed a bit medieval.

Procurador in this case is agent. The physician has provided services on behalf of the insurance company and the section he's writing to deals with people who provide services to such agents.
