Quebec especially being French-speaking I would leave it as given. Level 2 & 3 sounds right if one must translate.

If it's an address I would leave it, unless the wider context gives a reason for translating it.

At least that's what in Robert Collins. Originally a series of rectangular fields between a river and a road.
