I am translating a list of "technical requirements" set by the govermnent of Costa Rica in order for a company to be able obtain a concession for a tourist project; however, it is to be located in an area considered to be under special protection due to environmental reasons.
The word "DECLARATORIA" appears in two different items: "declaratoria turística" and "declaratoria de refugio". In the fist instance, I believe it means the pertaining government office must approve the project for the requested use (a tourist project). In the second case, it is under a special section adding information in case the project is to be located in a Wildlife Refuge (hence the "refugio" mentioned there), and this too is a form of certificate of approval.
Any idea on how to translate "declaratoria" here, and also the two specific cases mentioned?

would be an option that explains to the reader what exactly the requirement is.
The second declaratoria is something of a problem. In English we have wildlife and other reserves, but that would mean specifying "declaration of wildlife (or natural, etc.) reserve"
