Laundering means to wash but of course it will be taken in idiomatic sense when talking about the money as money is not washed rather the black money is whiten by different means and ways which is discouraged internationally.

There could be other alternates available but"Kale dhan ko safed karna" is widely used and well known to people. This is also used in the Urdu press/media and books.

As far the phrase "laundering" is concerned, your coinage "ناجائز دولت کو پنہاں کر نے کی ترتیب/ترکیب " will work perfectly well. But not for "Money Structuring". "Money Structuring" portrays the organisational structure of ناجائز (dealing/way). You can add the term ناجائز in parenthesis when it is to be written, and in explanation while interpreting. That is how I think of it. We have to be true and accurate to the given words as well, that is what professionality or specialization demands.

مالی ڈھانچہ won't work, in my opinion, for مالی encompasses a whole range of economic activities. However, نقدی کا ڈھانچہ can work well, but there is no problem with زرئی ڈھانچہ for زر signifies appropriately the term "money" we are describing.

As far as to my little knowledge "funding structure" or "money structuring" is concerned as مالیاتی ڈھانچہ, which should be [ مالتیاتی ڈھانچہ تشکیل دینا ]in continues form. But as a term [money structure] or [fund structure] it is [ مالیاتی ڈھانچہ ].
