This is a fine applied in a contract for not delivering goods within a specified period. I'm not sure how to translate the 2/1000 part. Is this just a fine of 0.002% of the contract value?

This is equivalent to 0.2 percent (not .002%, which would be .02 per mil or 2 percent, which would be 20 per mil).

: I totally agree with you linguistically, but your math is wrong. 2 thousandths is written 0.2%. 0.002 is 2 thousandths whereas 0.002% is 2 hundred thousandths, just like 2 is 2 but 2% is 2 hundredths.
