From further research, I have found that there is actually an acronym in print for "三农": FAC - Farmers, Agriculture, and Countryside

cf. Zhong Xianghao, Li Xiangmei, and Peng Chuanzhong. "Analysis on the status of farmers, agriculture and countryside, and development strategies and measures in Tibet autonomous region." Journal of Mountain Science, Volume 1, Number 2 / May, 2004.
