I do understand what it means:- but ..

Maybe with the use of "apparent" which is, of course, a synonym of "absorbable" and "visible, observable" etc., since based on your explanation in at least some ways this voluntary improvement is "misleading" or not real, based on your explanation of using the minimum salaries as the baseline.
