A facilitation payment is an ethically questionable payment made in order to procure or speed up the provision of services.
A distinction is generally drawn between facilitation payments and outright bribery and corruption. In many countries it may be considered normal (and actually be legal) to provide small unofficial payments in certain circumstances. A multinational company may be prohibited by law from making such payments in its home country, and therefore encounters an ethical problem when doing business in a country in which facilitation payments are a part of the business process.

A facilitating (or facilitation) payment is a payment for "routine governmental action," such as providing normal government services. It is, in fact, a bribe, but a small one that does not induce illegal or exceptional behavior. Making such a payment abroad is legal for U.S. firms under the Foreign Corrupt Practices Act, but not for U.K. or German firms, and it is also illegal in many countries where payments are made.

Facilitation payments is a form of bribery made with the purpose of expediting or facilitating the performance by a public official for a routine governmental action and not to obtain or retain business or any other improper advantage.
The facilitation payment is typically demanded by low level and low income officials in order to obtain levels of service that one would officially be entitled to without such payment.

Facilitation payment je također dopušten u Australiji i može se koristiti za poreznu olakšicu.
"A facilitation payment is a payment of minor value to a foreign public official to secure performance of routine government actions of a minor nature, such as granting a permit or licence, providing utility services, or loading or unloading cargo. The action must be ordinarily and commonly performed by the official and must not involve a decision about awarding new business or continuing existing business. Facilitation payments are defined in subsections 26-52(4)-(5).
For example, on arriving in a foreign country, a business person is informed that their visa is invalid. The business person, who is entitled to a visa, pays a fee to a foreign public official for the sole purpose of expediting the issue of a new visa.
For tax purposes, facilitation payments are not bribes and may be deductible."
