The contxt has to do with garbage collection. Recogida has to do with recogida de basura.

Context There have been requests for more context, which I appreciate, since I usually lead the charge for the need for context. Unfortunately, in the case of this wretched text, the blurb I posted is truly the text almost in it's entirety, apart from instructions on which highways to take to the beach in question.
It is the same lack of context which made me post the question in the first place :), so unfortunately I am hoist by my own petard here.

Based on your comments, plus the context you have given, it might then be a "selective pickup sight" if you think this makes sense.

Hi Mike, The only other thing I can really add (b/c the text is cryptic at best) is that there is a previous mention of "papeleras de recogida selectiva", so maybe some sort of recycling site? I am seriously stumped on this.

This is what I thought at first, but see my note above to Mike- the fact that they talk about the "papeleras de recogida selectiva" earlier in the text makes me second guess this.

selective waste/recycling drop off location/point

As I once had one in my neighborhood in Barcelona, I can say they are public locations for leaving waste to be recycled. In some cases, it may just be glass and paper; in others it may include oil, batteries etc.

selective waste collection point

I think it definitely has to do with waste because of the word 'selective'. Doesn´t really make sense in the context of a place where you pick up people.

Maximum values for entire cities
may reach 15%, but verbal communication from people
