French term

encours d'escompte

French to English Bus/Financial Finance (general) garnishee order

In a letter explaining that the accounts are subject to a garnishee order.

Thanks for any help.

discounted bills

A tricky one, this...

My first inclination is that it's talking about discounted bills – i.e. bills for which the bank has given the customer credit but which have not yet actually been paid, and thus are effectively uncleared. In this case, you could say something like "extended to one month in the case of balances consisting of discounted bills".

The GDT definitions posted by Radu are useful. From a different angle, see these extracts from a banking application:

Personally I don't think "outstandings will do it" – it's too generic a term to explain why the difference in the time for which access to funds is suspended.
Note from asker:
Thanks for your answer Rob: Unfortunately I had to send off the translation about half an hour ago. In the end I put "outstandings" - I hope that isn't too wide off the mark -If you think it is I'll ring the agency quickly!
