Great discussion and parsing ideas! Unfortunately none of them appealed to my UK client & their intended meaning quite as much as the one I hit upon myself after I launched this search (& the deadline has come & gone). This can be a frustrating process, like a game of Telephone or the case of the blind describing an elephant, each from his/her own limited perspective. But I basically agree w/ several of your ideas (sadly not just one), which is great for other translators' future searches. I was surprised that this term wasn't already in the database, so, although I feel unable to award points to just one person & more than one award isn't permitted, your kind & faithful efforts will now benefit others too. THANK YOU ALL.

@Beth, but you cannot say care "facilities" for Plaetze... it would indicate [multiple] hospitals or nursing homes themselves rather than bed capacity in these establishments--and what you need are those "spots".

If all the care places are in one building it would probably be called residential care. In BE we differentiate between residential and nursing care but these might both be provided in the same facility.

Now that you mention it... Good point -- it works well as "Care facilities ...." too.
I've consulted the client -- they've provided the background photo for this phrase: an out-of-focus, 5-story, hospital-like structure. So we're definitely on-target, imo.

Elder/Senior Citizens is repetitious I would say follow Armorel's suggestion:
e.g. Accommodation and care for more than 2000 senior citizens

ELDER CARE FACILITIES FOR MORE THAN 2000 SENIOR CITIZENS
