Looking for the best translation of 'convenía' in THIS context. Thanks!
Lo que se pretende demostrar es que la adopción de la subsidiariedad a la hora de gestionar las políticas lingüísticas se llevó a cabo no porque fuese **lo que más convenía** para la representación ecuánime de todas las lenguas oficiales sino para obviar un debate que, de producirse, podría traducirse en una pérdida de los derechos lingüísticos adquiridos de dos de los países más poderosos y representativos de la UE: Francia y Alemania.

My choice in this case. "Convenir" is being used to avoid making a strong conclusion, so I think something like 'best' is too strong. On the other hand, it doesn't mean 'convenient', because the author is specifically saying that the decision was not the most X ('appropriate') but rather the most 'convenient' to avoid debate.
