In other words, before taking action it should make sure it is on solid legal ground. The "competencia" part is somewhat redundant - it requires a complement, as in 'competency in the matter/to take the action proposed/etc.' which soon becomes circular.

The underlying idea here seems to be "the duly recognised legal jurisdiction of the Community" and a literal rendering would result in a tautological statement.

"motivar (argumentar, probar) jurídicamente su competencia para actuar".
