This is the last question in an interview with a director of a performing arts organization that works with and offers classes for various members of the community.

The response is along the lines of this: We started working off with youth, now we are offering our programs to everyone, including the elderly, handicapped, etc.

I'm drawing a blank on something that sounds better than the rather literal < To whom are you directing your offer?>

Who is your proposal directed toward/aimed at?

Since it's a written transcript of an oral exchange, I'd follow the standards for ordinary speech and dispense with the picayune rules of "don't end a sentence with a preposition" and "always use whom for a direct object" that you might otherwise follow in a written text.
