APAGAR MINUTOS

From a Cuban "Carné de Salud Infantil", under the details of the child's birth, is a category with the title "APAGAR MINUTOS". Under this category are the items: "Primero" (with the number "9" written beside it), "Tercero" (also with the number "9"), and then the items "Axficia" (Si/No) and "Reanimación" (Si/No), for which "No has been circled in both cases. I assume "axficia" here should be "asfixia", but what is "Apagar Minutos"? Does it refer to time the infant was not breathing? If so, 9 minutes seems dangerously long, and I don't understand why there's a "primero" and "tercero" but no "segundo". The infant was reported as having no illnesses, although the delivery was complicated, Ceasarean, and the birthweight was extraordinarily high (7110 grams, which is certainly the highest birth weight I've ever heard of).
