De sleutel ligt in art. 6 EVRM volgens mij ("In the determination of his civil rights and obligations [...]"). "Engage in" (47), "decisive" (48) en "dispositive of" (49) worden als quasi-synoniemen gebruikt voor "determination" in art. 6: een "official investigation" is geen rechterlijke uitspraak waarbij burgerlijke rechten en verplichtingen worden vastgesteld, dus die valt niet onder de werkingssfeer van art. 6 EVRM, zegt punt 49.

There might be a better/more commonly used juridic term, but as far as I can tell 'dispositive of' is used as a synonym of 'having' here. Hence my proposal:
"het verslag beschikte niet over/had geen..."
Does that make sense?
