I think this would be suitable in this context, given the following description in your text which is referring to shutdown of the netilation system and also a power shutdown:

I think this is one of those occasions where you need a rewrite rather than a literal translation (as you said yourself, manouvre phase sounds very odd!). From the context you've provided I'd therefore suggest using 'Preparations' for 'Maniobras' followed by 'preparatory stage' for 'fase de maniobras'.

: 'Deployment', as opposed to the 'dormant/stand-by' stage while waiting for an event to occur that requires fire protection. The 'deployment/manouvers' relationship is more clearly associated in military jargon, but I see a good translation in this context
