Non vi è molto contesto, si parla di una intesa tra i maggiori concorrenti del settore delle spedizioni "principalmente sviluppatasi all’interno della sezione **spedizionieri terrestri**".

Ciao Ennio,
se intendono solo trasporto su strada allora direi "road carrier/haulier"
se invece intendono anche trasporto su rotaia potresti usare "road and rail freight operator" ci sono ampi esempi, non ti invio dei link perche' non mi sembra utile

In relation to Philgoddard's comments, you might like to add "overland", given the context - i.e. within the industry itself. As regards the comments on agents, yes they are agents, i.e. they move goods on somebody else's behalf.
