Yes, a 'maquette' is a scale model, but does anyone know the difference between a 'maquette de travail' and a 'maquette de représentation'? Here's the sentence...
"Les « pièces » y seront inscrites pour permettre l’articulation des principaux axes du projet : la maquette de travail et la maquette de représentation chez les architectes et la maquette comme jeu de construction mentale pour les enfants."

working model and display model?
I'm not a specialist in this area, but my suggestion is based on what seems logical to me - that one model would be for the architects to work on, and that another would be a more presentable version to show to the client. The difference is explained in French at the link below (but I'm not 100% sure of the equivalent terms in English).

: As an architect for 30+ years, I agree 100% with Lorna. "Working models" are used as part of the design process. "Presentation models are for client/public and are more usually created by specialist model-making companies.

I'm guessing but wouldn't it be the difference between a 'working model' to be knocked about and modified as work progresses and a 'sales' model to adorn the architects showroom or whatever to show to clients

'Maquette de travail' could also be "prototype". Avoid "mock-up" unless you know that this is a very preliminary model.
