As Ohashi san told this seems to be a part of the quality assurance dept and formally called "品質信頼性課" in Japanese industry. In other countries there are such division called as "Quality & Reliability division". Ex ; 三菱電機鎌倉製作所 品質保証部 品質信頼性課

As per my understanding "quality reliability" starts where "Qulity assurance" finish. So the quality is assured during the manufacturing processes through various measures. But once the product is gone out of the factory, there comes reliability.
