Hi Richard Sorry for the delay;
I (probably rashly) assumed that the context was the Mexican Federal Government, which is similar to the U.S.'s in that they both have executive, legislative and judicial branches. However, I realized that by adding "three"- I'd be limiting my answer in case that were not the case: I have no doubt that we're (you and I , at least) both referring to the same thing. I hope this answers your question.

Eski, what do you think? For me, the only ambiguity here lies in the shift in meaning upon translating the word Union. In Spanish, it clearly refers to the country, the nation. But the English translation, government, does not include that clear reference: it could be any level of government. Whereas Poderes de la Union is clear enough, the translation may require the addition of the word Federal: Branches of the Federal Government. Or am I overanalyzing this? What do you think?

According to the Wikipedia entry, the term "Poderes de Estado", when used in reference to Mexico, refers to the three branches of the country's government: the executive, legislative, and judicial. It's a three-branch system of government. Hope this helps.

Los Poderes de la Unión [editar]El gobierno federal, denominado constitucionalmente el Supremo Poder de la Federación, está constituido por los tres poderes de la Unión: el ejecutivo, el legislativo y el judicial. La ciudad de México, como capital de la federación, es el Distrito Federal y la sede de los poderes de la Unión. Los tres poderes son independientes entre sí; dos poderes no pueden vestirse sobre una sola persona o institución, y el poder legislativo nunca podrá ser vestido sobre un solo individuo.
