It could be... ...either, depending on what "er" is referring to, i.e., the bacteria or the specialist (I honestly can't tell for sure).

I would actually need more context, but this looks like it might be a patent dispute, a situation where the Fachmann (person skilled in the art) is the criterion for whether something is new or is obvious from the state of the art. I could imagine that there are certain things (derived from where?) that help the Fachmann up to a certain point, but for the actual execution/performance/... he is left to his own devices, nothing has been specified.
Of course, I may be totally wrong, but as I said, context really matters here.
