The rules ... ... and, consequently, the terminology in the field of electoral propaganda in the media are critically dependent on the country where this is happening. In some countries, for exampe, some broadcasters are obliged to give air-time to certain political parties under certain conditions, including 'at no charge' (which does not 'necessarily' mean 'free'). So, what country does this refer to? It is also customary in kudoz to provide some meaningful context - in this case an extract from the source text would be very useful.
