It's part of a rather long and complicated sentence. What the writer is referring to is the attitude of the majority community in Pakistan to the Christians, most of whom belonged to the so-called “sweepers” (i.e. street-sweepers etc.).
Apparently, when the missionaries came to Pakistan around 150 years ago, they found far more converts amongst the very poor than anywhere else.

I know that the Persian is closer to “food Christians” but I think the writer must be referring to “rice Christians”.

I am not going to provide Persian equivalents for the word "mainly", though I have already done so. What I am going to discuss is the Persian equivalent of "rice Christian", translated into "مسیحی غذایی" by the translator.
A rice Christian is someone who has formally declared himself/herself a Christian for material benefits. It is usually not for religious reasons.
As per the above definition, the best Persian equivalent for "rice Christian" is "مسیحی مصلحتی".
The Persian adjective "مصلحتی" implies that you are doing something in the interests of your benefits.
I googled both "مسیحی برنجی" and "مسیحی غذایی", but I didn't find even one single hit!
However, I believe if we are going to maintain the pejorative nature of the English "rice Christian", a calque translation like "مسیحی برنجی" would be the best.

I can remember that there was an old man called "رضا آبگوشتی" (Reza Abgushti - literally meaning "broth Reza"). He was called so because he was said to take part religious ceremonies not for religious purposes but for the delicious آبگوشت (kind of broth) which would be served there!
