"A constituent assembly (sometimes also known as a constitutional convention or constitutional assembly) is a body composed for the purpose of drafting or adopting a constitution."

Sede literally refers to the "seat" of the assembly--the place where it is held. But I think in English one would simply say "reading the debates from the constituent assembly" to achieve the same meaning.

Representatives debate on issues often on behalf of their constituencies or to take sides on general issues. Constituent assemblies are associated in my mind with work intended to devise or amend a fundamental law.
