How it should be phrased depends on the sentence structure, as the verbal expression for the action (hacer escala) is "to put in to/at a port (of call)", meaning to enter: la siguiente escala es Barcelona the next port of call is Barcelona el buque hizo escala en Cádiz the ship put in at Cádiz ...

If I am not mistaken, they are referring to the "Escalera/Escala Náutica" project i.e. "Nautical Ladder/Route" project, a program launched by former President Vicente Fox.
